Chechnya’s authorities have declared a prohibition on music categorized as either excessively rapid or sluggish. According to the Russian state news agency TASS, Minister of Culture Musa Dadayev disclosed the resolution during a meeting on Friday, outlining that all musical, vocal, and choreographic works must adhere to a tempo falling between 80 to 116 beats per minute (BPM). The implementation of the music ban in Chechnya underscores the authorities’ desire to assert control over cultural expression within the region. This shift reflects broader socio-political dynamics and governance structures at play. Furthermore, the ban highlights the intersection of cultural norms and government policies in Chechnya, where authorities seek to uphold societal values and maintain order through strict regulation of artistic expression. Critics argue that such measures stifle creativity and diversity, ultimately undermining the richness of Chechnya’s cultural heritage.
“I have announced the final decision, agreed with the head of the Chechen Republic Ramzan Akhmatovich Kadyrov, that from now on all musical, vocal and choreographic works must correspond to a tempo of 80 to 116 beats per minute,” Dadayev said, according to TASS.
Under Kadyrov’s directive, the region now ensures that Chechen musical and dance creations align with the “Chechen mentality and musical rhythm,” aiming to bring “to the people and to the future of our children the cultural heritage of the Chechen people,” Dadayev added.
Despite the controversy surrounding the music ban, Chechen authorities remain resolute in their decision to enforce it. Minister Dadayev’s announcement underscores the government’s commitment to regulating cultural expression and preserving traditional values. However, it is imperative for Chechen authorities to engage in dialogue with artists and cultural stakeholders to address concerns and find a balanced approach to cultural policy
