As Israel Plans prepares for potential military action in Rafah, it has proposed relocating displaced Palestinians from Gaza to what it terms “humanitarian islands” within the strip’s confines. This move aims to mitigate the humanitarian crisis in Rafah, where around 1.4 million people seek refuge following clashes between Israeli forces and Hamas in other regions. However, specifics regarding the nature and operation of these “islands” remain unclear, although the military suggests they will offer aid and temporary housing.
The proposal has sparked concerns from international bodies like the UN and the US, warning of the potential calamitous consequences of a full-scale offensive in Rafah. Israel asserts the necessity of such action, citing the need to target Hamas in the area and apprehend its senior leaders believed to be located there. Rear Adm Daniel Hagari of the Israel Defense Forces (IDF) outlined plans to ensure the evacuation of a significant portion of Rafah’s population before any offensive, suggesting cooperation with the international community to establish humanitarian facilities.
Implementing this relocation plan presents significant logistical challenges. Transporting over half of Gaza’s population from Rafah to the central strip, especially given the region’s damaged infrastructure and scarcity of resources, would be a daunting task. Additionally, the deteriorating humanitarian situation, including food insecurity and weakened physical conditions among Palestinians, further complicates large-scale movement. Amidst these complexities, international observers, including US Secretary of State Antony Blinken, stress the importance of prioritizing civilian safety and providing essential necessities like shelter and medicine during any potential military operation in Rafah.
